Andrew J. Carlowicz, Jr. devotes his law practice exclusively to representing clients in the construction industry. Andy has practiced law with Hoagland Longo his entire career. He currently serves as Co-Chair of the Construction Law Department and is a member of the firm’s executive management committee.
He is actively involved in the representation of architects, engineers, construction contractors, and private owners in various construction contract and delay damage claims, professional malpractice claims, property damage suits, building defect litigation, and construction site personal injury actions. Andy also litigates affirmative contract claims and provides extensive non-litigation consultation services such as contract review and risk management counseling.
He currently serves as corporate counsel for numerous professional firms and construction contractors located throughout New Jersey. The fastest growing part of his practice over the last several years has been serving in the capacity of a mediator or arbitrator in construction related disputes through the American Arbitration Association or through direct retention. Most recently, Andy was accepted as a qualified mediator on the roster of New Jersey Superior Court approved civil mediators.
Andy has litigated well over 1,000 cases in the New Jersey Superior Courts, the United States District Court for the District of New Jersey and before the American Arbitration Association (Construction Division). He also has extensive experience mediating complex construction disputes. In the 1990’s, he devoted a substantial amount of pro bono time to the lobbying efforts of the New Jersey Society of Professional Engineers in their efforts to achieve passage of the Affidavit of Merit Statute. Since the mid-1990s he has had many articles published relating to legal issues that affect the construction industry.
Andy has a Martindale-Hubbell “AV” rating. He is a member of the New Jersey State Bar Association’s Construction Industry Section, and has appeared as a guest lecturer for the group. He has been selected by peer review for inclusion in The Best Lawyers in America since 2009 in the Construction Law and Litigation – Construction areas, including as “Lawyer of the Year” in 2015, 2017, and 2020. He has been selected to the New Jersey Super Lawyers list since its inception in 2005.

We are frequent participants in non-binding construction mediation and in several formal construction arbitration forums in order to achieve the best possible results for our clients. Our efforts have culminated in several reported opinions creating the law and setting the bar in New Jersey.
While we enjoy a successful resolution to any claim, we firmly believe that the best defense is often avoiding litigation altogether. To that end, we promote and counsel our clients in risk management and litigation avoidance. We serve as general counsel to many design and construction firms assisting in contract preparation, pre-claim assistance, partnership and business formation, and professional business succession.
In keeping pace with the industry, we are active members of the Construction Law Section of the New Jersey State Bar Association and the New Jersey Chapter of the United States Green Building Counsel (USGBC-NJ). Partner Lawrence Powers serves as counsel to the New Jersey chapters of the American Institute of Architects (AIA-New Jersey) and the American Society of Landscape Architects (NJ-ASLA), as well as the New Jersey Society of Professional Engineers (NJSPE). We regularly lecture at construction trade seminars and are frequent contributors to construction trade publications.
